Instructions
- Preheat the oven to 400°F (200°C).
- In a skillet, cook the ground beef until browned.
- Add onion, carrots, and garlic; cook until softened.
- Stir in tomato paste and beef broth; simmer for 5 minutes.
- Mix in peas, salt, and pepper.
- Spread the meat mixture in a baking dish.
- Top with mashed potatoes, smoothing it out.
- Dot with butter.
- Bake for 25-30 minutes until golden brown.
