Instructions
- In a bowl, mix flour, cornstarch, baking powder, and cold water to create the batter.

- In a separate pan, combine honey, garlic, soy sauce, and black pepper over low heat.
- Once shrimp are cooked, toss them in the honey garlic sauce.
- Serve immediately.
